Fufeng Group’s planned $700 million project in Grand Forks is near a U.S. Air Force base, prompting opponents to raise the concerns about potential for espionage. The Committee on Foreign Investment in the United States told Fufeng this week that the information it's provided is “insufficient.” The company says it will comply with the government’s request for more information. The Grand Forks city administrator said Friday that infrastructure work being done for the project will be halted until the review is done.

A Kentucky city has recovered more than $3.9 million in housing funds that was taken electronically. The city of Lexington said in a news release Friday that the funds were seized from a private account and refunded to the city. The federal rent assistance and transitional housing funds were meant to be transferred to the Community Action Council. But the release says someone managed to divert the funds into a private account. Investigators have no evidence of criminal activity by employees of the city or Community Action Council. The investigation is continuing.

The Biden administration is set to announce a more than $1 billion arms sale to Taiwan as U.S.-China tensions escalate over the status of the island. The sale includes $355 million for Harpoon air-to-sea missiles and $85 million for Sidewinder air-to-air missiles. The largest portion of the sale, however, is a $655 million logistics support package for Taiwan's surveillance radar program, which provides defense warnings. This is according to American officials and a congressional aide briefed on the sale. They said the administration is to notify Congress of the sale after close of business on Friday. Acrimony and strident rhetoric between the U.S. and China over Taiwan have increased sharply since House Speaker Nancy Pelosi visited the island last month.

Brian Brainard Wedgeworth who formerly lived in the Florida capital city of Tallahassee and in Center Point, Alabama, used 10 different aliases as part of the scheme. The 47-year-old will also be required to pay nearly $1.2 million in restitution.

A federal judge has thrown out an indictment charging a boat captain with manslaughter in the deaths of 34 scuba divers three years ago off the California coast. Judge George Wu ruled Friday that the indictment charging the captain of the dive boat Conception with seaman’s manslaughter failed to allege that Jerry Boylan acted with gross negligence. Federal prosecutors argued that the law only requires proving simple negligence. Prosecutors say Boylan failed to post a watch on the boat the night in September 2019 when a fire led to one of the deadliest maritime disasters in recent U.S. history.

Authorities say a passenger van carrying several warehouse workers overturned on a major highway in northern New Jersey, killing four people and injuring eight others. The crash on the Palisades Interstate Parkway in Englewood Cliffs occurred around 1:25 a.m. Friday. Authorities say the van ended up in the center median of the southbound lanes of the highway, leaving the driver and all the passengers trapped inside the vehicle. The four people killed were pronounced dead at the scene, while the injured people were being treated at hospitals. Authorities say everyone in the van was from New York City, but their names and further details about them have not been released. The cause of the crash remains under investigation.

A Florida man is facing charges that he left dead animals three times at a memorial for the 17 victims of the Parkland high school massacre. Authorities said Friday that 29-year-old Robert Mondragon left a dead duck, raccoon and opossum on bench that is part of the memorial garden outside Marjory Stoneman Douglas High School. He was charged with defacing a monument, a felony. He was also charged with violating probation of a previous indecent exposure and assault conviction. His attorney, Andrew Coffey, said Mondragon had a difficult and traumatic childhood. He said Mondragon was the child victim in a criminal case that is pending. He declined to give further details.

The Humane Society of the United States says it has removed the last group of beagles from a troubled breeding facility in Virginia. The facility in Cumberland planned to sell the dogs to animal testing labs. But it was cited by federal officials for violating the Animal Welfare Act. The Humane Society says it took away the remaining 312 dogs on Thursday. Nearly 4,000 were removed. They’re being taken to shelters and other rescue sites that are finding them homes. People for the Ethical Treatment of Animals initially investigated the facility. PETA found dogs to be living in crowded and stressful conditions. A federal judge approved a plan to remove them in July. Envigo RMS owns the facility and plans to close it.

The Cocopah Indian Tribe says the state of Arizona acted against its wishes by stacking shipping containers on its land to prevent illegal border crossings.
